Texelis launches two Celeris vehicles in two weeks on two different continents

Paris, November 19, 2025
Over the past two weeks, Texelis has supported the launch of two new tactical vehicles built on Celeris solutions: PT SSE's P2 Tiger, presented for the first time for export at the Defense & Security show in Bangkok from November 10 to 13; and INKAS' M1, officially launched at the Milipol show in Paris and presented from November 18 to 21.
This double launch marks the maturity of Celeris as a strategic offer for the co-construction of armored vehicles locally. Thanks to Celeris, companies looking to expand or move upmarket in the protected tactical mobility market have been able to design, develop, produce and qualify modern 100% NATO vehicles in less than eighteen months.
With this double presentation, Texelis has demonstrated the relevance of its offer, which has enabled the creation of two new vehicles in two different countries and on two different continents, all on a single mobility base: Celeris, and with unique support: that of Texelis.

                       M1 - INKAS P2 TIGER - PT SSE

P2 Tiger and M1

The M1 from INKAS and the P2 Tiger from PT SSE are armored personnel carriers, weighing 13.5 tons for the M1 and 14 tons for the P2 Tiger, with a gross vehicle weight (GVW) of 18 tons. Built on different principles of architecture, mission, protection and systems integration, they are both based on Texelis' mobility offering, Celeris.

The P2 Tiger is presented in APC configuration, capable of carrying a complete 2+8 battle group off-road. In its configuration for the Defense & Security show in Bangkok, it is equipped with a 30mm automatic cannon, representing a significant assault capability against armored and unarmored targets, but also a defense against airborne threats, starting with drones. Modular, it is conceived as a family of vehicles integrating numerous configurations: ambulance, PC, anti-aircraft, anti-drone... Designed above all for the needs of the Indonesian army, it now represents an asset of choice for export. Officially launched at D&S Thailand, it is a symbol of the dynamism of Indonesian private industry and the partnership between France and Indonesia.

The M1 was developed to carry an intervention group or a specialized team with high equipment-carrying requirements, and therefore interior space. It carries 2+6 personnel with a high level of ballistic and mine protection (STANAG 4569 Level 4a/4b). In more infantry-type configurations, it can carry up to 2+8 passengers.

Both were developed in collaboration with Texelis, and are the fruit of the Celeris offer. Both were developed extremely rapidly, with less than 18 months between the launch of the program and the presentation of a tested and qualified vehicle.

Celeris: a unique offering in today's military land mobility market.

As part of Celeris, Texelis takes charge of the entire development, production and certification of the vehicle's mobility function, including motorization and cooling, ground connection and suspension, power transmission, electrical architecture and electronics, including the ECUs, software and settings that ensure the whole system runs smoothly. This mobility is specifically military, developed and tested over several years. It is derived from the VBMR-Léger Serval program, for which Texelis is responsible for the entire mobility package on behalf of the French defense procurement agency (Direction Générale de l'Armement).

This military nature is unique in a market where most armored vehicles are built on a simple rolling base from a militarized civilian range, i.e. adapted for military use by reinforcing or replacing certain parts. This method, which has the advantage of mass production and the associated economies of scale, does however create problems linked to performance - which is not designed for an armored vehicle - warranty - which does not cover these applications - maintenance in operational condition - as the civilian industry does not monitor obsolescence over time - and component purchasing - which can transform an apparently simple and risk-free undertaking into a logistical nightmare - not to mention the difficulty of setting up a team of specialists to manage the program and certify the vehicle.

                                                                         P2 TIGER

In response, Celeris offers a one-stop-shop system where Texelis meets all needs, from the vehicle pre-design phase through to production, industrialization and assembly support, industrial testing and mobility certification, not forgetting maintenance in operational condition over several decades.

This approach is coupled with a club spirit, as each additional development carried out for a Celeris customer is available to other users: tropicalization, right or left-hand drive, reinforced air conditioning, systems qualification or integration, etc. This system also enables us to promote solutions from other industrial partners, to further increase the development speed of new vehicles, their production and commissioning, as well as to improve the range of on-board systems. With this in mind, the P2 Tiger presented by PT SSE in Thailand carried an ARX30 from KNDS France, a Pilar V acoustic detector from Metravib, GALIX smoke grenade launchers from Groupe Lacroix for self-protection, an Exail inertial unit and Elno intercoms.

Make it as easy as possible to launch new programs locally

                                                                                     M1

This means Texelis' partner can concentrate on its core competencies: developing, assembling and producing armored vehicles, without having to take on the burden of mobility, which is the main problem in developing and maintaining an armored vehicle over time.

This model is particularly well suited to countries with a strong interest in the local production and maintenance of land-based equipment, with a demand for autonomy and constrained capability schedules.

Celeris responds to a unanimous demand from the world of defense: to shorten production lead times and speed up development. Yesterday's world of years-to-delivery has been overtaken by today's realities.

Celeris is a capacity multiplier where a decision today translates into a new 100% NATO vehicle within a year, anywhere in the world, and with no skill or investment requirements.

This new situation opens new doors for countries wishing to build up a high-quality land-based defense industry, starting with 4×4 and gradually broadening their spectrum of skills, right up to exporting their own vehicles - natively designed for the most demanding markets.

A complete range of quality mobility services

With Celeris, Texelis aims to demonstrate that quality mobility, specifically for the military, can and must become a standard.

In addition to the 4×4, Texelis has already developed a Celeris 6×6 platform. Designed as an option to the 4×4, it offers the same logic and qualities as the 4×4 platform, while adding an extra axle to increase GVW and therefore maximum payload.

At the same time, Texelis is developing an 8×8 driveline for a major export customer.

With all these capabilities, Texelis is now fully able to meet the mobility needs of all its customers and partners, anywhere in the world, and at very short notice.
