Organization

GICAT's Board of Directors comprises 28 elected representatives from member companies and ex-officio members. It determines the Group's strategic orientations. The Chairman, elected by the Board for a two-year term, renewable once, represents the Group in all corporate matters.

GICAT's General Delegation, made up of 14 permanent members and 3 apprentices, ensures the operational implementation of strategic orientations, relying on specialized workgroups and commissions open to member companies and partners to fuel reflection on strategic sectors for the industry. These committees are a real source of ideas, producing recommendations and organizing the Group's actions and services.

GICAT counts 9 commissions and a cluster :

  • Visit SME commission is dedicated to supporting and promoting defense SMEs in France and abroad. It facilitates access to information by organizing conferences and theme days. It contributes to the development of inter-company relations, in particular with major groups, and provides them with export support through specific services (export control support, etc.).

  • Visit Research & Technology & Innovation (RTI) commission is responsible for forward planning and preparing for the future. Its role is to formulate proposals for upstream studies for the land defense industry, and to promote the development of innovation in conjunction with the French army and the DGA.

  • Visit Support and Services Commission (C2S) was set up to support the French Army and the SIMMT in the transformation of the Land Operational Maintenance and Industrial Maintenance Chain (SMITer). It is a driving force behind proposals for strengthened State-Industry partnerships and related contracts, optimization of spare parts logistics and management training.

  • Visit Safety commission is to develop GICAT in the field of security and to promote the interests of the profession in this area. It establishes and maintains an action plan to structure GICAT members' industrial security offerings (capability brochures), and maintains dialogue with institutional and private players in the sector, as well as with the Conseil des industriels de la confiance et de la sécurité (CICS). It offers its members access to a wide range of cutting-edge information through conferences and testimonials from key players in the security industry, and supports them in their export activities by organizing prospecting missions abroad.

             Chairman of the Safety Commission Emilie Lefebvre (SAPL)

  • Visit international commission GICAT's mission is to promote the representation of French industry internationally. It provides services to GICAT members in terms of export support and control. It complements the trade show policy and supports exhibitors abroad through the provision of services. It structures dialogue with the diplomatic network in France and abroad, and liaises with the European Union and NATO, via associations and industrial representations.

  • Visit Communication commission promotes the Defense and Security sectors. It defines and implements the Group's communication and influence strategy. It shares best practices between manufacturers in the terrestrial sector, and coordinates marketing and communications actions to enhance the sector's image and specific features.

  • Visit Human Resources (HR) commission is to bring together the "HR Community" of the land sector. Following the success of "Operation Careers" at the Eurosatory show in June 2018, GICAT decided to structure its action, initially within a dedicated Working Group. After a year of work, this group became a plenary commission in April 2020. It focuses its actions along three axes. The first is to help GICAT companies with their recruitment needs. In the short term, by proposing specific events to put candidates and companies in direct contact. In the longer term, by developing training offers and formalizing contacts with the relevant players, in particular the educational and university worlds. It promotes the attractiveness and diversity of jobs in the land-based sector. At trade fairs, as part of its lobbying activities. Finally, it assists HR managers at GICAT companies in their work. By exchanging best practices among its members and regularly inviting guest speakers to its meetings, the commission enables HR to benefit from other areas of expertise. As part of GICAT's support for the operational reserve, we have signed a charter of commitment with the National Guard on Eurosatory 2024.

            Chairman of the Human Resources Committee: Pierre-Henri Haran (Thales SIX)

  • Visit Operational Energy Commission is in line with the new energy strategy of the French Ministry of Defence, and the replacement of the "Service des essences des Armées" by the "Service de l'énergie opérationnelle" (SEO). It brings together manufacturers specializing in the supply of goods and services linked to oil logistics for the fuelling of the French armed forces. Its aim is to meet the Ministry's new ambitions: consume safely, consume less, consume better.

            Chairman of the Operational Energy Committee : Séverine Le Roux (Maisonneuve Citerne)

  • Visit Digital - Cyberspace commission is the latest of GICAT's nine plenary commissions. Its purpose is to bring together all GICAT members wishing to reflect on a collective response to a current operational need, and to showcase French industrial solutions. To achieve this, the commission is structured around sub-commissions dealing with well-defined themes, such as the mapping of sovereign cyber tools, or the valorization of data. The commission's work is regularly presented to institutional representatives, to ensure that the issues raised are relevant to their concerns. In addition, the commission coordinates with existing bodies dealing with related subjects, such as GINUM and GICAT's data intelligence cluster.

  • Visit CSR (Corporate Social Responsibility) commission, created in March 2025, draws on the expertise of its members to: share best practices among GICAT members, as well as with other business sectors; reinforce the CSR messages conveyed by the Group to public authorities and stakeholders, to raise their awareness and mobilize them by promoting the sector's achievements and projects; support members in the monitoring and practical application of regulations, particularly European ones; give concrete form to the monitoring of major environmental issues, which impact manufacturers in their day-to-day activities.

  • Visit cluster Data Intelligence, is a one-stop shop for access to sovereign data intelligence technologies. It offers an independent portfolio of products, solutions and services provided by the most innovative French companies in this field, in both B2G (business to government - intelligence, internal and external security, defense, justice, health, etc.) and B2B (business to business) segments (industry, maintenance, logistics, economic and strategic intelligence, compliance, cyber protection, finance, insurance, communications, etc.), covering the full spectrum of customer needs (consulting, design, implementation, training, maintenance).
